Length	Description
4 bytes	Snac Request ID (always 0x0000 0018, but it's not important)
1 byte	Length L1 of the following ICQ number
L1 bytes	Contains the ICQ number of the person you want to request authorization from.
2 bytes	Length L2 of the following request message. Max length in winicq is 64
L2 bytes	The message you want to send the person in the authorization request.
2 bytes	Flags? (always 0x0000)

Client use this snac to send authorization request. It contain screen name (uin) of the user and reason string.
