Warnings are a way for one user to tell another that they've done something wrong. When someone is warned their warning level increases. A higher warning level leads to more strict rate limits, and eventually the inability to sign on. A lot of warnings from many users can lead to an account being temporarily suspended.

Warning levels automatically decrease over time, the higher the warning level the longer it takes for it to decrease.
