Locale ID
Locale IDs are numbers corresponding to a certain language. The locale IDs are used by Microsoft to make an application support multiple language (like English, Dutch, German, French, etc) in one executable.
Locale IDs also pop up in MSNP. The CVR and the SDC commands are examples. The default is 0x0409 hexadecimal (or 1033 decimal) for "English - United States". If you want to give another locale, you can look them up in the table given on Microsoft Developer Network
